Hello All!
A friend of mine asked for some help on this and I am completely stuck and now completely invested. So we need to create a lottery system where people can be selected for a program based on 2 variables: Grade/school and scholarship level. This is to ensure that groups aren't too large (Max size of 30) and the program can financial survive (not all students are 100% scholarship). There are 19 potential grade/school groupings and and 4 scholarship levels. Any and all help is welcome, and feel free to ask questions!
