making code begins numbering from specific row

i have this line code in worksheets change event it works very well and i like it but, the data it begins from row 4 in column a when fill data in col b automatically add number 4 in col a in row 4 but, what i would the code has to make adding number 1 in row 4 then become the rest data entering 2,3,4 in rows 5,6,7

i hope somebody help

it gives me 7 not 1 in row 4 ,i adjusted a simple change it supposes (Target.Row-3 ) it works very well and why use vba because it works automatically i know many ways about formula but the formula it should pull every time i would add a new data i no know how many data maybe 1000 or 5000 rows but the code works without interfere from me
