You are using a conditional formatting rule to generate your reference color ...
But, this fill color cannot serve as a basis for a formula ...
Seems that you have built your spreadsheet without week-ends ... and your End Dates in Column D can fall on week-ends ...
Is that right ? One path would be to locate in your Row # 2 the closest date to the reference End Date in order to display the corresponding # of Men ...

Yes that's correct, Monday - Friday work schedule only. If there is an end date that falls on a weekend, that is a typo.
Not sure I follow your last statement. How would I accomplish that?

As an example, in attached test file ... just input your End Date 19 Feb 2021 in cell D5
