Count values on a row that are within, equal to or greater than a value in row within the same column

i hope someone can help with this.

essentially i want to count all instances on a row where the number on that row is either within 0.5, equal to, or greater than the number on row 2 of the same column

i have attached a sample file that shows how the data is laid out and what i would expect / like to see in column J

i appreciate this is not the most efficient way to lay the data out and if i reformatted it, it would make it easier however this ius not something i am able to control as i am not the owner of the sheet.
