Don't merge cells... The Lookup will not work.

You might be able to work this if you unmerge the cells, then select the heading columns and format as 'Centered across Selection' and then use HLOOKUP() in conjunction with the OFFSET() function.
However, I do not have Excel available to test this

What does "Need to take values of Rate2,3,4,5" mean?
what are you trying to do as your workbook is unclear
maybe just need to match the date MATCH(N6,C3:L3,0) to give offset value

If you have in O6 = Rate 3
=HLOOKUP($O6,OFFSET($B$4:$F$8,0,MATCH($N6,C3:L3)),2,TRUE) will offsetsomething but im unsure of what the result should be

You have just repeated the same question .. can you explain what is required as i dont understand why 30 and why other rate values?

Consider only 7th row.i need 7th row all rate value in different sheet.In excel sheet C8:L8 and N6:N7 are different sheet,i have combined that sheet for reference only.
My requirement is to take all rate values of row 7 based on date .

Dont really under stand but try...
In N7=OFFSET(B7,0,MATCH($N6,$C3:$L3)) and drag across to R7
then when you change the dat the dat will change
