Find values using Offset, Index, Max

Hi,

I'm trying to find the max value in a column, based on one condition, and offset one column to the left to pick-up another value.
I tried using a combination of MAX, OFFSET, INDEX and MATCH but sometimes is not working properly.
The picture is more clear as my explanation.
A solution with VBA code would be even better.
I'm using Excel 2003.
