Lookup information which satisfies two criteria

Hi

I have a raw data table with a number of years contained on one column, and sites numbered in another column - I have a summary sheet for a particular year with project numbers and I would like it to self populate the site name, so that if a site changes the summary is updated.

I've attached a sample page showing both a section of the raw data and the summary page.

My experience with Vlookups is only on one column reference and I'm not sure if this could help, or if there is a better, quicker way.
