I would first check for any Windows and/or office updates. It would also help us if you could tell us your OS and Office Version, there may be someone who has encountered this before.
Sorry about that. It is Excel 2002 (Office XP) with SP1. Not running SP2 because of known issues with SP2 and an Engagement/Audit software package we run.
After Excel crashed initially, it gave me this error message and I answered 'No' to the safe mode prompt meaning to say No, don't start Excel at all. Of course, it meant No, start in normal mode and the system locked up. Upon reboot and re-entry of Excel, I did not get this message...just the lockup.
I have ran the Repair installation option which I'm sure will require the SP1 to be reinstalled. I have not yet tried to go into Excel as of yet.
