match words from one string in another with random order

I am looking to solve a problem.
I have a pool of 10 volunteers. usually 5 or 6 are required on an assignment.
some of these volunteers work in a group of friends (three or four together) on most of the assignments.
I would like to know if I can find a minimum 3 volunteers from first assignment that worked in assignment 2.
their names could be in different order in each assignment
