Uploading a List of Named Ranges

I know how to download named ranges and what they refer to, using the past list function, but is there way to upload named ranges? i have attached a file with named ranges and what they refer to. I appreciate any and all help. I should preference that i do not want to reference the cell, but rather the formula is uploaded along with the name.

Thank you for responding and asking, currently, the name manager is empty, like such:[ATTACH=CONFIG]69539[/ATTACH]. in the spreadsheet provided i have names in column A and the formulas in col B. I would like to know if there is a way to upload, either using vba code or something else, into name manager, so it would look like this, when done, [ATTACH=CONFIG]69540[/ATTACH]. i hope this clears things up.
