I want to copy the displayed vvalue to another application, but when I copy the selected cell, I can only get the actual value.
IE:
A1=28,117
What I get when I copy is 28116.7805

The result you're seeing in A1 must be due to a formula. You are only seeing the 28,117 because of the formatting of the cell.
When you copy the entire calculated value is pasted. Are you doing a copy and paste values only??? I believe if you were doing a simple copy/paste then your values would LOOK identical.

I found a work around using LEFT/Right/CONCATENATE, but I would hope there is a better way.

I don't follow. In order for the cell A1 to display 28,117 it has to be formated to display such. However, it's underlying value is still 28116.7805 which is what you get when you do a copy and paste values.
If you want the displayed value you copy to be the same as the original value you'll need to also do a copy and paste formats. This will reset the new cells format to redisplay the 28116.7805 back to 28,1117.
If you want the value in A1 to actually be 28,117 then you'll need to perform a rounding on that value.
As iwrk4dedpr has stated, to get the displayed value you will need to use the ROUND function.
