excel formula required for Nearest cell name

Dear Experts,
Can you please support me to find out nearest neighbor cell name by excel formula . I have the Site database , Source Cell LAT and LON and Target SC. where i have to find out this Target SC nearest cell name from site database. I have attached the sample excel file .
