I have a sheet which is attached, where I want to show the number of people that fall within a 5% variance of the benchmark as a total number and a percentage and then the percentage of people and total number that fall outside the 5% variance either above or below, the benchmark is highlighted in RED the peoples scores in green and the total number of people in yellow the code to work out this is as follows:-

for the number above the 5% =COUNTIF(C19:C26,">"&0.05)

for the number below the 5% =COUNTIF(C19:C26,"<"&-0.05)

for the number within the 5% =COUNTA(B19:B26)-B8-B7

It appears to work if all the people are within the 5% except when the bench mark is 78 and a score is 82 it places one person in the above 5% variance but this is only 4%? am I missing something, or are the fomula's wrong?
