Using ActiveX controls on a worksheet [SOLVED]

A buddy of mine here has placed combo boxes, spinners, and text boxes on an Excel spreadsheet (using the Control toolbar, not the Forms toolbar).

His goal is to have the tab order behave like it would on a userform. In other words, he wants the focus to go from one activeX controller to another, not allowing the cursor to enter a spreadsheet cell.

How can this be done? Am I asking this question correctly?
