Conditional formatting will work, sure, but I think the usual Formatting of the cell is better. (although I'm not fully sure)
Click on the cells, choose Cell formatting, and apply the custom format as in attachment.

You are of course correct for this particular scenario, provided the OP is only concerned with font color. For background color, CF is needed.;)
