Print Preview Does Not Match Worksheet

The heights between paragraphs in my worksheet are set at 25 points.

However when I print preview and print the heights between paragraphs vary.

Can you help me to set the heights at the same height please.

I have attached a smaple file.

The rows set at 25 points remain set at 25 points. It's the other cells with wrapped and merged cells that are causing the problem.

In print preview goto the Sheet tab on the options dialog and turn gridlines on.

I suggest setting the scaling to 100% and resizing the cells and font so the page prints as desired.
