Hi Sal,
If the setting is coming back when you restart Excel then you may have a personal.xls causing you problems.
Unhide the personal.xls and the uncheck the transition navigation before saving.

Try under menu Windows > Unhide.
It may be another workbook is being loaded at the start so check the xlstartup directory as well.
