If date between 2 values, return text value

I have 50 rows of data representing each US state with their project end dates calculated. I need help to return a value in the "Fiscal Quarter" column that looks at the project end date range and assign it a fiscal quarter (i.e. 1Q2011, 2Q2011, etc), and have attached the file.

Based on a calendar fiscal year, try this in cell I3 and then copied down to I52:

=IF(OR(MONTH(H3)=1,MONTH(H3)=2,MONTH(H3)=3),"1Q"&YEAR(H3),IF(OR(MONTH(H3)=4,MONTH(H3)=5,MONTH(H3)=6),"2Q"&YEAR(H3),IF(OR(MONTH(H3)=7,MONTH(H3)=8,MONTH(H3)=9),"3Q"&YEAR(H3),IF(OR(MONTH(H3)=10,MONTH(H3)=11,MONTH(H3)=12),"4Q"&YEAR(H3),""))))
