I notice your reply in that thread includes the comment "Can U please do it for me in my attached file" to show a userform modelessly... Just justifies my comment that the Windows API is way beyond your abilities. You're not looking for a help forum, you're looking for someone to do your work for you! I hope anyone who reads this does the sensible thing and adds you to their ignore list, as I have done.

To be able to access the workbook while a userform is loaded then show it modeless rather than the default modal...
VBA does not have inbuilt functionality for resizable userforms or to show the Max/Min buttons. If you need to include that functionality you will have to use the Windows API.
With respect, if you need to ask how to show a userform modelessly, then using the API is way outside your experience at the moment so I will not include the code enable that.
If you really want, there are plenty of examples available with a simple Google search.

How can you expect to populate the combobox from a worksheet that's closed...?
Set a breakpoint on the line
and use F8 to step through the procedure, noting each line as it executes. The issue is obvious once you know what's happening.

For 1, it's not code, just set the Tab Order in the Properties dialog of the controls to define which control follows which when the tab key is pressed...
Impossible to say anything about your second issue without seeing the code. Please upload a sample copy of your workbook.
