Please upload your current best effort,
which should include converting to Excel 2010,
removing all non-essential data for this task,
converting all data to Tables,
removing all references to $A$1 or R1C1 in formulas and
replacing them with Structured References or Defined Names and
replacing all Table Headers with MS approved Name formats and characters and
reducing the amount of data so the results can be verified by visual inspection.

According to your formula Actuals/Budget-1 Variance calculates as 23.1%
Also, the Grand Total for the monthly Variance does not jibe.
